Why Blue Stakes alone isn't enough in Utah

Every excavation in Utah — every hole deeper than 12 inches — is legally required to begin with a Blue Stakes 811 call. State law, enforced by penalty. We file it on every job because it's free and it's mandatory, and skipping it on a utility strike turns a $500 repair into a $40,000 lawsuit.

What most homeowners and contractors don't realize is that Blue Stakes only covers public utilities — the gas line from the street to the meter, the power primary to the house, the water service to the meter, the city sewer main, the municipal storm drain, and registered telecom lines (fiber, cable, landline). Everything on the private side of the meter is off-limits to Blue Stakes. That's where private utility locating comes in.

What Blue Stakes misses

  • Irrigation mains and sprinkler controller wiring — buried throughout every residential yard in Utah, running at 6-12 inches depth, almost never documented
  • Water service lines from meter to house — yours to damage, yours to repair
  • Secondary drains — French drains, downspout drain lines, basement drain tile, sewer laterals branching off the main
  • Gas lines from meter to detached structures — shop, shed, pool heater, fire pit
  • Low-voltage wiring — landscape lighting, invisible dog fence, pool equipment power, well pump feeds
  • Abandoned utilities — old cesspools, disused septic tanks, capped gas lines, filled-in wells (far more common in older Utah neighborhoods than anyone realizes)
  • Old pre-Blue-Stakes public utilities not in the current 811 database — occasional in pre-1970 SLC neighborhoods
  • Private wells and private waste systems in unincorporated Salt Lake and Utah counties

Hit any of those with a mini-excavator or a trencher and the job stops, the repair quote comes in, and the excavation gets delayed a week. Our private locate services find them ahead of the dig.

Our locating tools and methods

Electromagnetic line locator. Primary tool. A transmitter clamps to a known access point (a meter, a cleanout, an irrigation valve) and induces a signal along the line. Our handheld receiver traces the signal above ground, marking the line with flags or chalk and measuring depth at each mark. Accurate to within 3-6 inches on metallic or traceable pipe at depths up to 10 feet.

Ground-penetrating radar (GPR). For non-metallic lines (PVC, HDPE, clay, concrete) that don't carry an electromagnetic signal. GPR bounces radio waves off buried objects and reads the return pattern. Slower than electromagnetic but catches plastic pipe, buried tanks, and voids. Standard on any commercial or contractor locate.

Sewer camera with transmitting head. For tracing sewer laterals, drain lines, and abandoned sewer connections. A self-propelled camera with a sonde (transmitter) in the head runs down the pipe, and our surface receiver tracks the sonde to map the exact path above ground. Used routinely on any excavation that crosses or parallels a known sewer line.

Metal detectors and pipe-and-cable locators. For shallow wiring, buried steel reinforcement in slabs, and cast iron or steel pipes that have lost electromagnetic continuity.

When a private locate is worth paying for

Four scenarios where the $295-$850 private locate pays for itself:

One: pre-excavation for any main water line, sewer line, or gas line work. Even with Blue Stakes marked, the private-side utilities between the meter and your house haven't been touched. A private locate marks them so we don't trench through an irrigation main or a pool heater gas line on the way to the job we came to do.

Two: contractor-requested utility maps before footing or foundation excavation. Additions, pool excavations, detached garages — any new below-grade construction in an older yard benefits from a complete private utility map.

Three: property purchase due diligence. Buyer concerned about unknown buried tanks, old wells, or abandoned septics? A scoping locate plus GPR pass identifies hazards before closing. Costs a fraction of what a surprise remediation costs after move-in.

Four: dispute and damage investigation. Utility struck by a previous excavator, unclear who's liable — our locate documents the pre-strike condition of the line, the strike point, and the surrounding infrastructure.

The Utah context on locating accuracy

Two factors reduce locate accuracy in Utah soil. First: cobble rock matrix. Softball-size rocks in clay scatter ground-penetrating radar signals and make deep locates (beyond 6 feet) less precise than in sandy soil. We compensate with multiple pass angles and confirm critical locates with hydro-excavation daylighting where the margin for error is zero.

Second: legacy infrastructure. Salt Lake City, the Avenues, Sugar House, and older parts of Ogden and Provo have layered utility generations — 1920s terra-cotta storm drains, 1940s cast iron gas, 1960s steel water services, 1980s PVC sewer laterals, modern fiber — all in the same 4-6 foot excavation window. Finding all of it requires crossing multiple locate methods, and that's what our crews are trained to do.

  1. Scope walk + Blue Stakes filing

    We walk the dig area with the contractor or homeowner, identify known access points for signal injection (meters, cleanouts, valve boxes), and file the Blue Stakes 811 ticket on behalf of the customer. 48 business hour lead required.

  2. Public locates verified

    Once Blue Stakes-marked utilities are down, we walk and verify every public mark against our electromagnetic locator. Off-by-more-than-18-inches corrections get re-marked. Utility owners called for re-locate if marks are flagrantly wrong.

  3. Private locate pass

    Irrigation, private water service, low voltage, private gas, abandoned utilities — all traced with electromagnetic, GPR, and sewer-camera sonde where applicable. Marked with distinct paint colors (orange for private-side, pink for private-temp) to distinguish from Blue Stakes public colors.

  4. Depth measurement + report
